These cumbersome manual processes have a severe impact on Texas’ ability to respond effectively to the COVID-19 pandemic and prevent the loss of life.   The State Health Analytics and Reporting Platform (SHARP) project is intended to expand the capacity of current DSHS analytical infrastructure. An integrated approach to data services will aid in providing the most current data to inform decision makers about the health and readiness statuses of jurisdictions across the state. SHARP aims to create a data analytics platform plus data governance with Informatica Axon. The SHARP platform will facilitate the sharing, reporting, and analytics of the data collected from various ingested datasets, which will be greatly enhanced by the addition of a Machine Learning capability. All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s). HHSC IT is currently implementing an Analytics Platform with Informatica PowerCenter, Snowflake and AWS technologies as well as Informatica Axon Data Governance with a goal to accomplish increased analytical velocity.

The need for immediate and accurate data in order to make daily decisions is essential to a successful response for Texas constituents. The Department of State Health Services (DSHS) relies on the collection and dissemination of COVID-19 related data from different sources to respond to the pandemic. Through the newly-implemented Infectious Disease Data Integration (IDDI) platform, the agency collected and integrated data from various critical, but disparate source systems. Though IDDI moved the agency’s goals forward to collect, integrate and curate the required data set, the continued differences in data formats, variances in the data quality of the source systems, and the unprecedented volume of data that is now collected on a daily basis poses a continued challenge to maintain uniformity and integrity and provide public accessibility to this critical data that IDDI has integrated, curated and reported. It is imperative for DSHS to overcome this challenge of collecting, sharing and exchanging data with key stakeholders. Additionally, in March 2021, the passage of Senate Bill (SB) 969 in the 87th Legislature now requires DSHS to develop a standardized method for reporting data concerning public health disasters to ensure the accessibility and integrity of critical data to all key stakeholders, including Texas citizens during a public health disaster.   The Public Health Data Sharing (PHDS) project will help DSHS comply with SB 969 as well as fulfill the needs identified in the data assessment carried out by HHS.   HHSC IT is currently implementing a data sharing platform with Informatica PowerCenter / IDQ, Snowflake and AWS technologies with a goal to accomplish improved collection, integration, and curation of COVID-19 related data sets.

Pursuant to a grant received from the United States Department of Agriculture’s Food and Nutrition Services department (USDA-FNS), HHSC’s Office of Inspector General (OIG) is seeking to further develop and expand the role of Data Analytics in the identification and investigation of fraud, waste, and abuse in the Supplemental Nutrition Assistance Program (SNAP). The HHS Systems Agency (hereafter referred to as “the System Agency” or HHSC) is seeking the services of a Data Scientist Level 2 to provide business intelligence services with expertise in the field of Data Science/Data Analytics to review and assess the available beneficiary data and develop a sustainable data analytics model to progress the maturity and effectiveness of Data Analytics for detection and prevention of fraud, waste and abuse in the SNAP Program.  The Data Scientist Level 2, in close coordination with System Agency staff, will be responsible for building a Data Analytics Model (hereafter referred to as “the Model”) for this OIG project. This will be done in accordance with the guidelines outlined in the SNAP Fraud Framework Implementation Grant/Cooperative Agreement, USDA-FNS-FY20-SNAPFFG-TX-01, as awarded to Texas HHSC by the USDA’s Food and Nutrition Services (FNS) programs, as well as HHS Systems standards, guidelines, policies and procedures. A portion of the total grant is reserved for HHSC Access and Eligibility Services and is excluded from this solicitation. The redacted grant package is included for reference (Grant-13159304 - Attachment A). System Agency will provide guidance to the selected Data Scientist Level 2 in developing the Data Analytics Model, including granting access to the data, providing subject matter expertise, coordinating with applicable stakeholders, and providing guidance related to project planning.
