Location:  The primary work location(s) will be Austin, Texas 78701.  No relocation is available for this position.

 

Duration:  Services are expected to start 04/07/2022 and are expected to complete by 08/31/2022. This service may be amended, renewed, and/or extended.

 

Texas Department of Family and Protective Services requires the services of 3 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined below.

 

Responsibilities

The DFPS IT engages in several continuous improvement (CI) initiatives designed to improve the efficacy of IT operations. For one of these CI initiatives, the DFPS IT Quality Management Services (QMS) Work Unit is seeking a Business Analyst 2 (worker) to assist with the management of the quality management system and its components. DFPS IT seeks to hire one or more Business Analysts, depending on qualifications of submitted candidates. This position is intended to be a telework position. 

 

Run as initiatives, the worker will be asked to execute improvement projects that will improve the growing quality management system overall. Components of the quality management system include the departmental risk register, key performance indicators, a library of business processes, a strategic plan and other components. QMS’s responsibilities include using these components and quality management methodologies to ensure the execution of tasks which identify, target, and reduce or eliminate operational constraints and inefficiencies to improve service delivery of IT requests to agency customers. 

 

Tasks may include (but are not limited to) business process mapping, capturing process elements including inputs, outputs, timings, tools, and constraints, and associated work instruction development.  Work may also include identifying, prioritizing, and communicating risks extracted from process documentation efforts across the organization. Work may also include providing critical support to the management of projects and initiatives designed to improve the quality management system and IT’s core operations.

 

Qualifications

The worker(s) must have a background in conducting facilitation sessions to elicit information to develop business process maps and associated work instructions. The worker(s) must have experience documenting business process maps including current and future environments, process re-engineering best practices, business process management fundamentals, and/or process modeling techniques. The worker(s) must have experience with performance management including the development of outcome-type performance measures to measure the effectiveness of new process. The worker(s) should have experience with software development and maintenance requests, project management, and assisting non-technical agency customers. The worker(s) should have experience assessing IT requirements and working within an IT organization. The worker(s) will work closely with the Quality Management Services Director as well as DFPS IT staff.
