Location:  The primary work location(s) will be in Austin TX, 78751.  No relocation is available for this position.  Candidates must reside in the Austin, TX area.

 

Duration:  Services are expected to start 12/01/2022 and are expected to complete by 08/31/2022. This service may be amended, renewed, and/or extended.

 

Texas Health and Human Services Commission requires the services of 1 System Analyst 3 (AWS SysOps Admin), hereafter referred to as Candidate(s), who meets the general qualifications of System Analyst 3 and the specifications outlined below.

 

Responsibilities

_

As the State of Texas rushes to address the many impacts of the COVID-19 pandemic, it has become critical to rely on the Department of State Health Services (DSHS) to provide reliable, up to the minute data regarding the current state of infection in the state.  As DSHS works to provide this critical data to inform decision makers, health care administrators and citizens, the agency is experiencing serious limitations in the ability to efficiently and reliably provide the data due to a legacy of disparate systems and data that currently resides in numerous locations and databases across the agency. Sharing this vital data across all of these systems is inherently difficult, time-consuming, and requires resource intensive manual and inefficient processes. These cumbersome manual processes have a severe impact on Texas’ ability to respond effectively to the COVID-19 pandemic and prevent the loss of life.

 

The State Health Analytics and Reporting Platform (SHARP) project is intended to expand the capacity of current DSHS analytical infrastructure. An integrated approach to data services will aid in providing the most current data to inform decision makers about the health and readiness statuses of jurisdictions across the state.  The SHARP platform will facilitate the sharing, reporting, and analytics of the data collected from various ingested datasets.

 

All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

 

SHARP is hosted on the AWS cloud infrastructure and uses AWS IaaS and PaaS services extensively. This position is required to support, maintain, monitor, secure, and improve those services. Job responsibilities include

 

  • Create, implement, and manage the development of scripts to automate everyday operations
  • Monitor and maintain multiple environments for increase observability
  • Coordinate system migrations and system upgrades working with agency's public cloud manager.
  • Develop tools to continuously improve maintainability, monitoring, security and scalability of cloud deployments.
  • Operations support and enhancement of the SHARP platform
  • All other duties as assigned.

 

Qualifications

Note:  Prior experience working with a State of Texas agency is desireable

 

Note:  Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

 

  • 8 Yrs Required Experience in supporting, maintaining, monitoring, and securing various AWS IaaS and PaaS services.
  • 4 Yrs Required Experience in establishing proactive controls to monitor the health of various AWS services to improve reliability of tools/applications.
  • 4 Yrs Required Experience in developing scripts to automate everyday operations such as taking backups and archiving logs.
  • 4 Yrs Required Experience in improving the security of various services based on zero trust model.
  • 4 Yrs Required Demonstrated experience with Linux administration and troubleshooting network issues.
  • 4 Yrs Required Bachelor’s degree in Computer Science, Information Systems, or Business or equivalent experience.
  • 2 Yrs Required Excellent oral and written communication skills.
  • 2 Yrs Required Effectively manage multiple responsibilities, prioritize conflicting assignments, and switch quickly between assignments, as required.
  • 2 Yrs Required AWS SysOps Administrator Certification. Validation number is required for verification.
  • 2 Yrs Preferred Experience in the administration of AWS EKS service.
  • 2 Yrs Preferred Experience working in an agile sprint team.
  • 2 Yrs Preferred Prior experience with an HHS agency
