Texas Comptroller of Public Accounts requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Comptroller of Public Accounts.


The Candidate will perform the following highly advanced work/tasks:

  • Overseeing and/or performing highly advanced consultative services and analytical work for Budget and Internal Accounting (BIA) in support of the Centralized Accounting and Personnel/Payroll System (CAPPS);
  • Overseeing and/or participating in project management, coordination, planning, and scheduling for specific BIA initiatives;
  • Performing strategic analysis and planning;
  • Performing highly advanced (senior-level) functional analysis work in support of CAPPS and Business Objects (the agency reporting tool) 
  • Providing functional support for CAPPS Financials, as needed, on behalf of BIA;
  • Providing functional support for CAPPS HR/Payroll, Performance Management, Recruit and Learn related tools and processes on behalf of BIA;
  • Evaluating business needs, analyzing processes and ensuring BIA system documentation reflects current state;
  • Assisting and/or leading gathering, developing, and documenting of functional system requirements in alignment with the initiatives of BIA and on its behalf;
  • Communicating functional requirements to functional and/or technical staff;
  • Oversees and/or participates in providing presentations, training, or end-user workshops, as needed;
  • Reviewing, assessing, and developing functional processes;
  • Assisting with troubleshooting functional issues related to BIA use of CAPPS and Business Objects;
  • Assisting with and/or leading functional testing activities on behalf of BIA, as needed (e.g., system, UAT, accessibility, performance, etc.);
  • Identifies problems and proposes innovative solutions;
  • Assisting with special project support provided to internal and/or external customers as may be needed



Experience with: •Oracle PeopleSoft Human Capital Management (HCM) 9.1 •Oracle Financials and Supply Chain Management (FSCM) 9.1 or higher •PeopleTools 8.50 or higher Oracle Peoplecode •Oracle Application Designer •Oracle SQL

Experience with: •Oracle PeopleSoft (PS) Query •Oracle Structured Query Report.(SQR) •Oracle Application Engine • Oracle 11 or higher

Experience with CAPPS Financials, including Accounts Payable, General Ledger, Purchasing, Commitment Control, Asset Management and Inventory

Experience as Functional requirements architect, CAPPS Financials and HR/Payroll systems

Experience managing or leading complex projects

Experience working with State public sector entities

Experience with highly complex application security requirements

Experience with supporting PeopleSoft implementations and production systems

Experience overseeing and validating change control processes through a system life cycle

Experience with Texas statewide legacy systems, including the Uniform Statewide Accounting System and the Statewide Property Accounting System

Experience with CAPPS Human Resources, including Payroll, Timekeeping, Position Management and Performance Management

Public sector experience (Federal, State or Local Government)

Experience working within an environment with a managed service provider

Experience with supporting cloud implementations and production systems

Proficient with the Microsoft Office products, including Outlook, TEAMS, Microsoft Project, Word, Visio, Excel and PowerPoint

Experience with Oracle/Taleo cloud applications, specifically Recruit and Learn modules
